Sandoval County Commission Chair David Heil, District 4, shares good wishes for continued success with James and Megan Garrigan, owners Upscale Burgers as the couple celebrated the grand opening and ribbon cutting for their new burger restaurant, Upscale Rio (1520 Deborah Rd SE, Rio Rancho, 87124) on July 18, 2023. The Garrigans also own Lily & Liam Bistro in Rio Rancho and another Upscale Burgers location in Cottonwood Mall. This was a Rio Rancho Regional Chamber of Commerce event.
